慧眼中国环球论坛2016年会开幕主题演讲
通商中国董事、慧眼中国委员会主席李奕贤先生致辞


尊敬的新加坡副总理兼国家安全统筹部长,张志贤先生;
总理公署兼人力部政务部长,陈振泉先生;
教育部兼贸工部政务次长,刘燕玲女士;
中国国家互联网信息办公室副主任,王秀军女士;
各位外交使节,国会同僚们;
通商中国顾问及董事们;
各位来宾、女士们、先生们;
大家早上好!

1. 首先,我谨代表通商中国全体同仁,向所有与会嘉宾,包括来自11个国家的与会代表,表示热烈的欢迎!非常高兴大家能够出席慧眼中国环球论坛2016年会,一同关注中国未来的走向,探知中国未来的发展和区域经济的互动关系。

2. 创立于2010年的慧眼中国环球论坛,旨在通过一个深度透视中国的双语平台,从客观而且多面向的视角,解析中国微妙的发展动向。这七年来,论坛紧跟中国发展的主旋律,为关心中国发展,关注中国脉动的企业和个人,提供一个分享讯息,交流互动的平台。

3. 步入21世纪,特别是在2010年以后,中国为了更进一步和世界经济体系接轨,作出了许许多多策略性的改革,从“三期叠加”到“新常态”,然后再到近期全力推进的“供给侧结构性改革”,这些措施,都旨在积极增加中国经济的竞争力和动力,希望维持增长的势头,以增长带动民生,以民生推动社会的发展。

4. 本届慧眼中国环球论坛的主题是“经济放缓或产业转型:中国和区域的经济前景和机遇”。在中国经济放缓的情势之下,大家想必会特别关注增长的领域,以便更好的把握产业转型所带来的崭新契机。

5. 中国经济的改革和转型,势在必行,但是改革阻力大,范围广。中国既有高速增长的新兴企业,也有大量产能过剩有待改造或关闭的低端产业。中国的经济如何在转型中保持稳健增长?全民创业和科技创新,是否能够成功拉动增长的火车头?中国未来的人口趋势,能带动电子消费、物流、医疗、和金融领域的需求吗?中资企业国际化,对中国国内经济和国际的经商环境,会有什么影响?随着中国的发展,她将和区域如何有效互动?这些都是本届论坛重点探讨的课题。

6. 今年,我们非常荣幸邀请到新加坡副总理兼国家安全统筹部长张志贤先生为论坛开幕。明天,我们也非常荣幸邀请到新加坡副总理兼经济及社会政策统筹部长尚达曼先生,拨冗担任论坛闭幕午宴特邀嘉宾。

7. 在这两天的论坛当中,我们还邀请到将近70位来自世界各地的资深中国课题专家、企业领军人物,通过16个主场和分场进行分享讨论,势必为大家带来独特、深入、并且具有实质效益的交流大会。

8. 我们希望各位在这两天的论坛当中,能开拓视野、激发思维,结交良师益友,拓展人脉网络,为业务的发展,带来实质成效。在此,我也要代表通商中国慧眼中国委员会,由衷感谢各位演讲嘉宾,以及鼎力支持这项论坛的赞助机构与合作伙伴。大家的支持,让我们倍受鼓舞,我们会再接再厉,把论坛办得更好。

10. Deputy Prime Minister Teo Chee Hean, distinguished guests, ladies and gentlemen, on behalf of Business China, I am pleased to welcome you to the seventh edition of the FutureChina Global Forum 2016.

11. Initiated in the year 2010, the FutureChina Global Forum aims to be the leading independent platform for the deliberation of hot-button issues relating to China’s development. China’s development is not just about the well-being of her 1.4 billion citizens. In a world that is highly globalised and inter-connected, if China does not do well, the region and the world would be affected. A China that is stable, capable and vibrant can only be beneficial to the region and the world.

12. China’s growth, however, is not without challenges. Last year, its economy grew 6.9 per cent, the slowest pace in 25 years. In many countries, 6.9 per cent would be a dream figure, but compared to the double-digit growth rates of the past, any percentage below seven poses significant challenges to the Chinese.

13. China’s past three decades of rapid growth have been fuelled mainly by the demand-side economics of capital investment, exports and consumption. In November 2015, Chinese President Xi Jinping expressed his resolve to implement deep structural changes aimed at putting the economy on a sounder footing with “Supply-side Reform” (供给侧改革). Supply-side reform aims to enhance the quality of the factors of production: labour, land, capital and productivity. It encourages enterprises to offer products and services of higher qualities, it aims to stimulate productivity, innovation and entrepreneurship.

14. Will this reform transform the Chinese economy? What more is needed to boost growth? This year’s Forum – with the main theme “Transformation or stagnation: What the new economy heralds for China and the region” – hopes to shed new light on the new growth verticals of the Chinese and regional economies.

15. In the next one and a half days, discussions on topics such as science and innovation, and the sharing economy, as well as sectors such as internet+, telecommunications, fintech and healthcare technology, will offer fresh perspectives on how new industries and growth engines might shape the new economy. We are pleased to have among us a slate of close to 70 industry leaders and experts, to share with us valuable insights into China’s ever-changing social, political and economic landscapes and trajectories. On behalf of the organisers, we express our sincerest gratitude to our speakers.
